A report from Colonel Imboden who was stationed in VA and what was to become WVA. Tells of an incident whereas a Confederate was threatened by General Milroy, USA, with his life for guerrilla activity and Milroy demanded $14.72 in damages!!!. Imboden states this is not uncommon, but strange it deserves Davis’ attention. The Federals meant business in dealing with this "guerrilla warfare." For the $14.72 the citizen was putting his home and life on line. Noncompliance would result in his home being burned and himself shot!

Imboden made general while serving mostly in the Valley area. He last commanded an irregular cavalry unit.
